Abstract
En un mundo que es un mar de incertidumbres y acechanzas destaca una notable excepción, una certeza inconmovible: el sistema internacional ha cambiado, radicalmente, y su mutación es irreversible. El orden mundial, es decir, el conjunto de normas, leyes e instituciones forjadas en la postrimería de la Segunda Guerra Mundial está en crisis. Su institución insignia, las Naciones Unidas, se debate en la inoperancia. Su capacidad para ordenar la miríada de transacciones de todo tipo que se desarrollan en un mundo cada vez más pequeño y entrelazado ha declinado casi hasta la nulidad absoluta.
