Abstract

When discussing planning in the process of social management for public policies, with regard to sustainable development for Latin America (LA) and the Caribbean, the profession of social work (TS, for its acronym in Spanish) is one of the professional disciplines that, since the 20th century, has contributed significantly to the understanding, analysis, and instrumentalization of planning processes in LA.

Therefore, when considering the historical context of our current world experience, we can consider this an opportune moment for reactivating theoretical and methodological reflection on planning, for which this article aims to describe and analyze the genesis and reproduction of planning processes from the 20th and early 21st centuries, from a socio-historical perspective.

In summary, the 20th century is characterized by development planning, from the outside, with an emphasis on economics, from which traditional planning and strategic situational planning predominate. During the first two decades of the 21st century, a break is recorded; that is, there is support for planning for sustainable development oriented towards inclusion and social equality, and which coexists with normative planning, strategic situational planning, strategic planning, and the emergence of prospective strategic planning with public value.
